Citizenship Copies Now Available in Kathmandu Valley for Citizens of Other Districts: Where Should You Go?

Citizens living in Kathmandu Valley who obtained their citizenship certificates in other districts can now receive duplicate copies through district administration offices within the Valley. Following instructions from the Ministry of Home Affairs, the Kathmandu, Lalitpur and Bhaktapur District Administration Offices have divided responsibilities based on provinces to implement the service.

The arrangement follows Point 21 of the government’s 100-point governance reform agenda and the Nepal Citizenship (Fifth Amendment) Regulations, 2083, which allow citizens to obtain duplicate citizenship certificates from any district. A circular issued by the Ministry of Home Affairs on Kartik 9 assigned provincial responsibilities to the three district offices.

Which District Administration Office Should You Visit?

  • Kathmandu District Administration Office: Citizens from Bagmati, Gandaki and Lumbini provinces.

  • Lalitpur District Administration Office: Citizens from Karnali and Sudurpashchim provinces.

  • Bhaktapur District Administration Office: Citizens from Koshi and Madhesh provinces.

The service is available when a citizenship certificate has been destroyed by fire or water, damaged beyond use, lost, or needs to be replaced with a new format or for other reasons.

Applicants must have biometric details that match records in the National Identity Management Information System (NIDMIS) and the Centralized Citizenship Information Management System (CCIMS). A duplicate certificate will be issued only after the details are verified through the systems.

However, applicants must contact the original district administration office that issued their citizenship if their records do not match, if they need to correct their name, surname, date of birth or other details on the original certificate, or if their application appears suspicious at first review.
