The Government of Nepal and senior orthopedic surgeon Dr. Govinda KC have reached a seven-point agreement, bringing an end to his hunger strike that began on Shrawan 7 in Dhangadhi.

Dr. KC had launched the protest demanding, among other issues, the cancellation of appointments made at Shaheed Dasharath Chand Health Sciences University in Geta that he claimed involved conflicts of interest. Following a deterioration in his health, he had been receiving treatment at Seti Provincial Hospital in Dhangadhi.

Under the agreement, the government has committed to immediately initiating the operation of a 300-bed teaching hospital at Shaheed Dasharath Chand Health Sciences University in Kailali. It will also expedite the recruitment of faculty and staff and complete the necessary arrangements to launch MBBS and other academic programs.

The agreement further states that a proposal to amend laws governing the qualifications and appointments of university officials will be submitted to the ongoing session of the Federal Parliament within three months. The government has also agreed to follow the Medical Education Commission's standards for seat allocation, refrain from increasing seats in private medical colleges, and form a high-level task force to gradually transform medical institutions into non-profit, service-oriented organizations.

Both sides also agreed to strengthen health infrastructure in Sudurpashchim and other border regions, take legal action against those responsible for incidents that occurred in Bhadra 2082, and accelerate investigations into corruption cases dating back to 2046 BS.

Implementation of both the new and previous agreements will be monitored by a committee coordinated by the Secretary of the Office of the Prime Minister and Council of Ministers. The agreement was signed by Dr. Govinda KC, Education Secretary Chudamani Paudel, Health Secretary Dr. Bikash Devkota, and Joint Secretary Chandrakanta Bhusal.
