Government Clarifies Riverbank Encroachment Action, Says Focus Is on Sustainable Housing Solutions
The government has addressed concerns over encroachment removal in Kathmandu Valley, stating that the aim is not displacement but long-term solutions for landless citizens.

The Government of Nepal has issued a clarification regarding ongoing efforts to manage encroachments along riverbanks and public lands in the Kathmandu Valley. The move comes amid growing public commentary and concerns.
Authorities expressed concern over misinformation suggesting that landless and informal settlers would be displaced. The government also noted reports of deliberate attempts to create fear among affected communities.
To facilitate long-term solutions, certain provisions of the Land Act 2021 (BS) have been repealed through an ordinance. Following this, the government has initiated digital data collection, verification, and record preparation of genuine landless citizens.
The government emphasized that the process aims to identify the actual status of landless individuals and move towards a transparent, systematic, and sustainable resolution.
It further stated that residents living in high-risk and unsafe areas will be relocated to safer, organized settlements. Decisions regarding other landless citizens will be based on recommendations from relevant commissions and verified data.
The government reiterated that the initiative is not intended to evict citizens but to ensure housing rights and provide a permanent solution. Citizens have been urged not to panic or spread unverified information.
