Government Launches Bill Lottery Scheme with Cash Prizes of Up to Rs 1 Million

The Government of Nepal has launched the Taxpayer Incentive Gift Scheme Guidelines, 2083, a new initiative designed to encourage consumers to request tax invoices (bills) whenever they purchase goods or services.

Under the scheme, consumers who obtain a valid tax invoice and register the bill details through the Inland Revenue Department's official system will be eligible to participate in daily and bi-weekly lottery draws.

The incentive program offers daily cash prizes of Rs 133,034, while bumper lottery winners can receive up to Rs 1 million.

Both digital invoices and traditional paper bills qualify for the scheme, making it easier for consumers to participate regardless of the payment method used.

25% Tax on Prize Money

In accordance with Section 88A of the Income Tax Act, 2058, a 25% windfall tax will be deducted from the prize amount before payment. After verification of the required documents, the net prize money will be deposited into the winner's bank account within 10 days, according to the Inland Revenue Department.

Unclaimed Prizes to Go to Disaster Relief Fund

The guidelines also specify that if a winner fails to claim the prize within the prescribed period, the entire prize amount will be transferred to the Prime Minister's Disaster Relief Fund.

The government expects the initiative to strengthen tax compliance, reduce tax evasion, improve revenue collection, and encourage consumers to make requesting tax invoices a regular habit.
