Prime Minister Balendra Shah has announced that the government will conduct a study on enabling Nepali citizens residing abroad to participate in future elections through practical and secure voting mechanisms.

Responding to a question raised by independent lawmaker Mahabir Pun during a session of the House of Representatives, Shah said the government is exploring different options to ensure voting access for the millions of Nepalis living outside the country.

According to the Prime Minister, two primary methods are under consideration. The first would allow overseas Nepalis to cast their votes at Nepali embassies or diplomatic missions located in their host countries. The second option involves the use of digital technology, allowing eligible voters to vote through mobile devices or online platforms.

However, Shah acknowledged that concerns regarding security, voter influence, and election integrity have long complicated discussions around remote digital voting.

“There are risks associated with mobile-based voting, including the possibility of external influence. The debate has remained unresolved for years. The key question is whether voting should be conducted through embassies or through technology-driven solutions,” Shah stated.

He added that the government will hold discussions with relevant stakeholders and experts before making any policy decisions. The findings of the study will help determine what arrangements can realistically be implemented in upcoming elections.

The issue of overseas voting has been a long-standing demand from the Nepali diaspora, which contributes significantly to Nepal’s economy through remittances but currently faces limitations in participating directly in the country's electoral process.
