Government Unveils Public Financial Management Reform Implementation Action Plan

The Government of Nepal has unveiled the Implementation Action Plan for the Third National Public Financial Management (PFM) Reform Strategy (2083–2087).
Published by the Ministry of Finance, the action plan aims to make Nepal's public financial management system more effective, transparent, accountable, and results-oriented.
The document outlines the responsible agencies, implementation phases, timelines, expected outcomes, performance indicators, and key milestones for each reform initiative included in the national strategy.
According to the ministry, the action plan was prepared through extensive consultation and participation involving government ministries, departments, commissions, public offices, and other relevant stakeholders. Feedback and recommendations from these institutions were incorporated before finalizing the document.
The roadmap provides clear implementation responsibilities, timelines, and expected results for each public financial management reform activity while emphasizing institutional coordination, ownership, and accountability throughout the implementation process.
To support effective execution, the Ministry of Finance has also prepared a Monitoring, Evaluation, and Learning (MEL) Plan (2083–2087). Under this framework, progress will be measured using results chains, performance indicators, data sources, reporting mechanisms, and institutional learning tools.
The government expects the action plan to improve the efficient utilization of public resources, strengthen fiscal discipline, enhance good governance, and improve the delivery of public services across the country.
