IPPAN Chairman Karki Urges Effective Implementation of Energy Provisions in Budget
IPPAN Chairman Ganesh Karki has welcomed the government's energy-sector commitments in the FY 2083/84 budget.

Chairman of the Independent Power Producers' Association, Nepal (IPPAN), Ganesh Karki has stated that while the government's budget includes several positive measures for the energy sector, the focus must now shift toward effective implementation.
Speaking at an event in Kathmandu, Karki said the government's commitment to generate 30,000 MW of electricity over the next ten years, ensure Power Purchase Agreements (PPAs) for projects, and implement a "One Door Policy" are encouraging developments for the sector.
However, he noted that several provisions included in previous budgets failed to materialize due to the lack of necessary legal and policy frameworks. He emphasized that the government must amend relevant laws and introduce policy reforms to ensure the successful execution of the announced programs.
Karki highlighted the need to prioritize energy development and infrastructure expansion, stating that the effective implementation of the One Door Policy would significantly reduce bureaucratic hurdles faced by investors. At present, developers often have to coordinate with multiple ministries and agencies to move projects forward.
He also welcomed the government's decision to address the private sector's demand for opening PPAs for projects up to 10 MW. According to Karki, the government should now immediately initiate the PPA process under the "Take or Pay" model to accelerate project development.
Furthermore, he stressed that stronger collaboration among the private sector, government agencies, and stakeholders is essential for achieving meaningful policy reforms in the energy sector. He added that the private sector must also play an active role in ensuring that the budget's commitments are translated into action.
