Nepal Utilizes Only 32.53% of Capital Budget in 11 Months as Development Spending Remains Slow

Nepal's capital expenditure, which primarily finances infrastructure and development projects, reached Rs. 132.66 billion during the first 11 months of the current fiscal year. According to the daily budgetary report published by the Office of the Comptroller General, this represents only 32.53% of the total capital budget allocated for the year.

The government had earmarked Rs. 407.88 billion for capital expenditure in the current fiscal year. However, with only one month remaining before the fiscal year ends, spending on development projects remains significantly below target.

Meanwhile, under recurrent expenditure, the government had planned to spend Rs. 1.18 trillion during the fiscal year. As of the first 11 months, 76.91% of the allocated recurrent budget has already been utilized.

Similarly, under the financial management category, the government targeted spending Rs. 375.24 billion for the year. So far, expenditure under this heading has reached Rs. 305.71 billion.

Economists and policy analysts have frequently pointed to project delays, procurement bottlenecks, administrative inefficiencies, and the tendency to accelerate spending only toward the end of the fiscal year as key reasons behind Nepal’s low capital budget utilization. While spending typically increases during the final month of the fiscal year, achieving the annual target remains a significant challenge.
