Both houses of Nepal’s Federal Parliament are scheduled to meet today to discuss several bills, legislative proposals and an international agreement covering a range of legal and policy issues.

The House of Representatives (HoR) meeting is scheduled to begin at 1:00 pm, with several proposals listed on the agenda.

Minister for Law, Justice and Parliamentary Affairs Sobita Gautam is scheduled to present the Nepal Law Commission (First Amendment) Bill, 2083 before the House.

Gautam will also table a proposal seeking consideration of the Reconciliation (Second Amendment) Bill, 2083.

Another major item on the agenda is an international agreement under the United Nations Convention on the Law of the Sea (UNCLOS) concerning the conservation and sustainable use of marine biological diversity in areas beyond national jurisdiction.

The agreement deals with the protection and sustainable use of marine biological resources in international waters and represents Nepal's participation in an international framework addressing marine biodiversity.

Meanwhile, Minister for Youth, Labour and Employment Ramji Yadav is scheduled to present a proposal to send the Child Labour (Prohibition and Regulation) Bill, 2083 to the concerned parliamentary committee.

The bill will be sent to the committee for clause-by-clause discussion, allowing lawmakers to examine its provisions in greater detail before the legislation moves through the remaining parliamentary process.

The proposed discussion on child labour legislation comes as the government continues to review the legal framework governing the prevention and regulation of child labour in Nepal.

National Assembly meeting

The National Assembly is scheduled to meet at 10:15 am today.

Prime Minister Balendra Shah is scheduled to present a proposal concerning the Bill (2082) on Retrieving the Provisions of the Nepal Special Service Act, 2042.

The proposal, along with a message received from the House of Representatives, will be sent to the Legislative Management Committee for detailed discussion.

The committee-level process will allow lawmakers to examine the bill and related provisions before further action is taken in the National Assembly.

Today's parliamentary agenda therefore covers several areas, including legal reform, child labour regulation, international maritime commitments and Nepal's special service framework.

The discussions and committee referrals are part of the ongoing legislative process through which the Federal Parliament reviews, amends and advances proposed laws and international agreements.
