Public Procurement Act Amended: E-Bidding Made Mandatory for All Contracts
The government has amended the Public Procurement Act to make e-bidding mandatory for all types of contracts, effectively ending the traditional paper-based tender system.

The Government of Nepal has decided to amend the Public Procurement Act, 2063, aiming to make the public procurement process fully transparent, competitive, and technology-driven. Under the revised provisions, e-bidding (electronic bidding) will now be mandatory for all types of public contracts.
With this change, the traditional paper-based tender system will be completely phased out. All bids must now be submitted exclusively through the Public Procurement Monitoring Office’s e-GP portal.
According to the government, this reform is expected to reduce irregularities, collusion, and the influence of intermediaries in the contracting process. It is also anticipated to ensure equal opportunities for contractors across the country.
The system will be mandatory for federal, provincial, and local levels of government. Any violation of the provision will result in the concerned procurement process being declared invalid.
