Three-Member Recommendation Committee Formed to Appoint New SEBON Chairperson

The Government of Nepal has formed a three-member recommendation committee to appoint a new Chairperson of the Securities Board of Nepal (SEBON). The decision was made during a Cabinet meeting held on April 21, 2026.

The committee is led by Dr. Gunakar Bhatta, Vice Chairman of the National Planning Commission. Other members include Ghanshyam Upadhyaya, Finance Secretary, and Bhuvan Kumar Dahal, former President of the Nepal Bankers' Association.

As per the Securities Act, 2063, the committee will recommend three qualified candidates to the Cabinet for final selection.

The formation of the committee comes after the resignation of Santosh Narayan Shrestha, which left SEBON without leadership. The vacancy has affected Nepal’s capital market, causing delays in approvals of IPOs and right shares worth billions of rupees.

The government expects that the new appointment will help restore investor confidence and resume pending reforms in the capital market, with a final decision likely within the coming weeks.
