Former Kathmandu CDO Chhavi Rijal Arrested Over Gen-Z Protest Crackdown
Former Kathmandu CDO Chhavi Rijal has been arrested for investigation over alleged misconduct during the Gen-Z protests.

Former Chief District Officer (CDO) of Kathmandu, Chhavi Rijal, was arrested on Tuesday morning as part of an ongoing investigation into alleged misconduct during the Gen-Z protests.
A team from the Kathmandu Valley Crime Investigation Office apprehended Rijal from his residence in Subidhanagar. Authorities confirmed that the arrest was made following recommendations from a probe commission led by Gauribahadur Karki.
Rijal had served as Kathmandu’s CDO during the protests on Bhadra 23 and 24, a period marked by heightened tensions and allegations of excessive force in handling demonstrators. The commission’s report had called for further investigation into the role of officials involved in the crackdown.
The arrest follows earlier actions taken against senior political figures, including former Prime Minister KP Sharma Oli and former Home Minister Ramesh Lekhak, who were also detained based on the same commission’s recommendations.
Prior to his tenure as CDO, Rijal served as chief of the administration division at the Ministry of Home Affairs. During that period, he faced allegations related to irregularities in staff postings, particularly in assigning personnel to immigration offices and other sought-after positions.
According to details filed by the Commission for the Investigation of Abuse of Authority (CIAA) at the Special Court, a separate corruption-related investigation involving Rijal is also ongoing.
The case highlights increasing scrutiny of administrative and political accountability amid recent political developments, with authorities signaling a broader push toward institutional oversight and governance reforms.
